The project proves to be a breach of the traditional ideology of the shelter as a free-standing element, by bringing together building functions into a cohesive whole that gradually creates privacy from the common house to the shelters.

The building's elongated course provides a natural connection to the site's existing paths and connects the building to the quayside. The rectangular volume becomes a gesture to the industry's linear design language and merges into the horizontality of the sea and the landscape, which contrasts with the tall circular industrial silos that lie shoulder to shoulder in the city's silhouette.
